Force Best Western hotel chain to install elevators

There are some small two story hotels out there that don't have elevators! By law, they need to have elevators for handicapped travelers! The law applies to indepentent motel chains too!

Please force small hotel builders to install elevators on all of the little two-story motels for handicapped travelers!
