Freeze the $700-billion bailout payments

We, the undersigned, believe that the $700-billion dollar financial bailout is not being properly administered by the outgoing Bush administration.  We believe that the payments currently being issued to the financial institutions do not have enough stipulations as to how the money should be used.  We would like Congress to halt any additional payments to financial institutions from the bailout package until at least February 20, 2009, one month after the new administration takes office.  We insist that the next administration attach stipulations to these bailout payments so that the taxpayers will actually be getting value for our money.
