Keeping pet's Safe

Many time's talking to pet owners at my favorite Park, Rowlett, I come to find that there dog that they now call there own was abandon some where in that park. On November 24, 2009 I found my self in the situation of finding a poor 8 month old beautiful Pit German Sheppard mix tied to a stump. I had come to find out that he has been there for two hours. This day was raining, lightening and cold. I was not about to leave this poor pup by himself, so I took him home bathed him and found him a good home in just a few hours. I think it's a shame this happens all to often and feel I have a need to help. I know there is nothing that can be done for owners who abandon the dogs in the past, but there can be a future. I want camera's to be put up in public parks and require pet owners to register pets with their state to monitor the well being of abandon pets we can find and punish people who feel a need to simple give up responsibility with out taking proper steps of finding there pet a new home. This can also benefit the community making parks that much safer for everyone.
