Should I create a cosplay group?

It's nearing the summer holidays and I'm already dreading the boring days of staying inside... so I'm wondering if I should organise a cosplay group with a few people so we can get together over the holidays. The main requirements are:
1. you must be 13 to join.
2. you have to at least be interested in cosplaying/anime
3. you have to live in/near Stroud (UK) to be able to participate.
4. you have to have a free schedule over the summer holidays as it can be a touch-and-go decision to meet up.
