Virginia wants to END the punishment of companion animals due to Police ERROR

Virginia Animal Code 3.2-6540 C: "NO animal that, at the time of the acts complained of, was responding to pain or injury, or was protecting itself, its kennel, its offspring, a PERSON, or its owner's or custodian's PROPERTY, shall be found to be a dangerous or a vicious dog."

Animal behavior experts willl agree that dogs cannot tell the difference between a threatening police officer and any other trespasser.
Police officers shall not be a special case, nor shall they be exempt from the above statute.  

We, the undersigned, believe in the innocence of any family dog which, on its own property, and in the presence of hostile or tense circumstances, happens to cause an injury to any person who does not live on the property in defense of the property and the family that lives there.
We also request an investigation into the Arlington County Police Department with regard to abuse of power, and Judge Dorothy H. Clarke with regard to prejuducial abuse of discretion, with respect to the case below.
