Issue:
Loyal patrons of Haulover Beach, particularly within the main section of Haulover Beach, between lifeguard stations 14 and 15 experience undue harassment, directly and indirectly, from volleyball players, who engaged in belligerent behavior while playing volleyball.
Argument:
They are constantly swearing and making anti-social, xenophobic and homophobic slurs. The four-letter word f*ck, motherf*cker, pussies, gay, f*ggot is constantly thrown around as they vehemently engaged in their activity. They have attempted to hang banners on the tiki hut next to the area and on the volleyball net posts. These banners are sarcastically disparaging, some banners stating that they are a 'professional volleyball' league or it is 'required that volleyball players play nude'. This is not true. Instead, these banners are derogatory and sarcastically mock the naturist/nudist lifestyle to which they are clearly nonsupportive.
The volleyball activity at Haulover was originally established by a naturist couple; for, and primarily, nude volleyball players. Over the last five years or so, the existence of nude volleyball players on these volleyball courts has decreased to absolutely none.
The SFFB organization, (South Florida Free Beaches), which, supposedly, supervises activity at Haulover Beach has disavowed any connection to volleyball players, currently playing in this area during the week days and on weekends.
Numerous complaints have been communicated to Haulover management about these volleyball players' disruptive behavior and activity. These persons do NOT practice naturism, attempt to practice naturism; or, on the contrary, are clearly opposed to naturism.
Yet, Haulover management, (and SFFB), has not, nor even attempted to eliminate this problem that produces discomfort to beach patrons;discomfort that is consistently caused by these rowdy players on a daily basis during the weekdays and weekends.
One question must which must be asked: is it because it is a nude/naturist beach, and the people complaining are naturists or nudists, or whatever you may want to call us, who do not warrant a response to their complaints?
Would this belligerent activity be allowed to continue if this was a regular clothing required beach?
Collectively, we do not believe it would be allowed to continue, if this was an ordinary clothing-required beach. Many loyal patrons at Haulover share this very sentiment and that the latter is what we believe is precisely the case; i.e. nothing is done, because we are naturists.
Like regular beaches, many Haulover patrons bring their young children to the beach,; precisely, because this is a subculture to us, a norm, and not degenerative behavior that too many non-practitioners believe it to be.
Irregardless of where these young children beach with their families; it is highly likely, and often, these young children walk past this volleyball court area, and experience this foul language and rowdy behavior.
As you know, these volleyball courts are located just as you walk into the initial area of Haulover beach, close to lifeguard station #15. As a result, this is where first-timers and the newer patrons experience their initial perceptions of the naturist section of the beach, and its lifestyle.
Many of these people turn around and leave. True, some leave who feel that naturism/nudism is not for them, and that is a personal decision, which must be respected; but many leave because of the boisterous language and rowdy activity of these volleyball players.
We have often heard people, those practicing naturism; or, are considering practicing naturism; state opinions, as to "why are they here," (the volleyball players)? Specifically, they ask, 'why here?'; - "if they are not naturists or nudists, or even attempting to become so; - why are they here playing volleyball?"
It makes no sense, particularly given all the disturbances, that the volleyball playing is producing. "Why is this allowed to continue?" These are the type of quesons others have asked on a regular basis. Many of the people who ask simplydo not come back to Haulover for this very reason alone.
Albeit, this is the initial viewing area of Haulover, one must ask oneself, "why does this area seem to have the least number of patrons"? Answer: It is simply because, people are practicing their option to not be around this belligerent activity created by these players, who are not even non-naturist/nudist people.
On a more serious point regarding this issue, the players have threatened patrons who have sat under or near this tiki hut. They have told patrons that they do not belong under the tiki hut, - and have ran off those who are not aware that this area is NOT exclusively reserved for these volleyball players.
They have also impolitely and rudely requested people sitting on a locked wooden box ,containing their volleyball equipment and chairs, to "move" or "get off". They often sat out chairs in attempts to 'save' space for players who arrive at the beach hours later; thus preventing patrons who are already at the beach a chance to enjoy this area.
These players have a wooden locked box that is nail-grounded to the tiki hut which contains their chairs and volleyball equipment. This is the same locked box that Miami-Dade police officers searched after a bomb threat was made by a volleyball player, because he was angered that non-volleyball players were sitting under the tiki hut in this area. Subsequently, this very same player made a public statement, heard by at least twenty people, that he was going to "burn down the tiki hut, lifeguard stations, and set the ocean on fire." This same player then went on to say that he was "affiliated with ISIS."
The following day the Federal Bureau of Investigation investigated this person at his home because numerous people had phoned in what they heard; - and yet, Haulover management has continued to allow this person to come to the beach and play volleyball. Since these above cited incidences, this same person has made disparaging homophobic remarks about Gay people and "black men performing fellatio on other black penises." I mean, really - he is still allowed to come to this beach? This person is 'informally ' acknowledged as the leader of these group of players; while other volleyball players merely laugh, mock, or imitate his xenophobic behavior and antics.
Clearly, the rest of them are not influential enough, to communicate to this person that it must stop; one can only conclude that this anti-social behavior is what they prefer.
Even though Haulover management think it is this one person who is the problem, they are mistakened. It is a core group of them, because they silently encourage this kind of behavior, and they, as well as all of the players, have collectively attempted to have people remove from the area under the tiki hut.
The main justification for these removal attempts is that any persons under "their" hut, other than them, are derelicts or homeless. Although, that may sometimes be the case, who sanctioned them with the authority to engaged people they do not even know; and, who gave them, the players, the authority to remove them?
Earlier this year, a sign stating "this hut is reserved for volleyball players" was removed by Miami-Dade county after people started taking a stand against them; apparently, the county's removal action was not enough, because their false perceptions of elitism continues; and subsequently, non-volleyball players are continually harassed.
Haulover management states that it is ""not their authority to intervene," when patrons are harassed or threatened. Their response is, - "call 911."
I mean, really? Have they not banned minorities and nudists, (and many others) from the beach on several occasions before in the past; for, certainly, far less serious behavior?
Would Haulover Management's response be different if this person claiming an ISIS affiliation was Gay or a naturists/nudist? What is going on?
In addition, they, (the volleyball players) have also made disparaging comments relating to nude/naturist patrons wearing genital jewelry and/or accessories; as well as other negative comments about patrons, in general, "playing with themselves." The question arises; that "if you are so discomforted by nudity, why are you here"?
The only posted signs before entering this section does not specify "Clothing Optional, - (that's legally understood). Instead, these signs state something to the effect,..."warning,...beyond this point you may encounter nude sunbathers". These signs do not imply that the nude sunbathers are their for your inspection, ridicule, or sexual perversions, or any perversions ,that a given patron may have, that s/he fears or enjoy. On the contrary, these signs clearly informs the beach patron, that if you are, in any way, DISCOMFORTED by nudism, then you should not enter this section, or be in this section.
Solution:
There is a section not within the naturist/nudist beach bounderies; and, is just in front of the main lifeguard tower, about 300 to 400 yards south of where these
volleyball players presently engaged in their rowdy activity. This area on Haulover beach has had a volleyball net there for over fifteen years; a net, and area, that patrons seldom use or do not use at all for that matter.
Haulover, with some effort, can move the existing volleyball courts, even the tiki hut, and their locked box, to this particular place if they so chose.
In addition, there are available bathrooms, showers, and the nearby south parking lots readily accessible from this particular volleyball court. Also, younger patrons, (teenagers and young adults) from all over, who do not practice naturism, are beaching near or close to this area. (I am pretty sure the volleyball players would find more competitive players among these younger patrons, if naturist patrons are not athletically suitable).
Specifically, the volleyball players, currently playing in the naturist section, are constantly stating that the reason they do not let others play with them, is because others, (naturist beach patrons) are not as athletically competitive as they are. Well, here is the opportunity to see how good you really are; that is, if in fact, volleyball playing is their primary and/or sole purpose for coming to Haulover Beach; supposedly, because they, the players, enjoy the athletic competition so much.
For any citizens who know and have visited South Beach, park officials have set aside volleyball areas away from the beach goers by the ocean, specifically for that activity, and not amongst beach sunbathers.
Why doesn't Haulover do the same? Is it because, naturist/nudists and their friends to not deserve to beach in the same comfort as those patrons on South Beach? Hence, away from any activity that may impede one from simply relaxing? I really do not believe, and hope, that is not the reason nothing has been done about this.
More importantly, if, and when, these same players and friends, or other players for that matter, and decide that they want to take a break and go back to the nude section, they could do so on an equitable level as, and with, everyone else.
Others at Haulover Beach, who are not naturists/nudist, often walk through the naturist section just to observe; and, through social comparison, any volleyball player, like others, would more probably be more likely to accurately ascertain proper etiquette at a clothing-optional beach; and therefore appreciate, even more, the culture and lifestyle of naturism and nudism. On the contrary, anyone who wrongly believes that it is not a culture and lifestyle, is grossly mistaken.
Action:
Our fervor in pursuing this petition, (which will be submitted to those persons of relevancy and institutions of authority; with the hope these changes will be enacted) will not be deterred.
This pursuit is propelled by our concern and love for our naturist lifestyle and nothing more. Thank you for your time.

This petition, hopefully, represents the voice of those naturists/nudists who share these concerns and sentiments regarding our comfort while at the Haulover's naturist/nudist section. We, as naturists/nudists, basically do not care who started this beach, (because if they were truly concerned; SFFB, that is; they would do something about it, and address these complaints).
Please sign this petition if you love Haulover's Naturist Beach and want to eliminate any activity that is NOT promoting naturist/nudists culture, but rather is causing discomfort to its loyal patrons.
