Initiating an Ethics Committee

I’ve written many grievances during my oppressed psychiatric history and none have been resolved by the Recipient rights Committee. A proposition is made to start an Ethics Committee to review and investigate questionable non-empathic, and or understanding psychiatric care at the Community of Mental Health. Fortunately, I have a supportive Psychologist whom I visit outside of the Community of Mental Health of which freed me from the oppression and harm of psychiatry. Should an Ethics Committee be put into place to investigate questionable psychiatric care?
