Congress should pass RFMA (Respect for marriage act)

The federal government still to this day in 2009 does not recognise state-based same-sex marriages. It is time to repeal DOMA for good. Vermont, Iowa, Massacusetts, Connecticut, New Hampshire (from 1/1/2010) allow, perform and recognise civil same-sex marriages. California did allow and uphold 18,000 SSMs (between 16 June to 4 November 2008). Voters decide in Maine to allow SSM's in November 2009.
