recipient: Refine laws to punish animal abuse

I am tired of reading stories in the news about these people who abuse animalsfor their sheer enterntainmentor to hurt someone else.They deserve much more than a meer year in jail. To me a body is a body.A n animal which is tortured is worse.

the animal abusers know that their punishment is a joke.this is why it is such a common problem.Maybe if penalties were stiffer it would end.
