making a difference in a animal's life

my petition consists of three parts:
1. ban all kill shelters in michigan
2. change the state law (city ordinance) on number of dogs allowed in a home
3. lower the price of adopting a animals from shelters
WE NEED TO WORK TOGETHER TO BAN ALL KILL SHELTERS.
 these animals have the right to live.
 what gives us the right to take their lives from them?
it's not their fault that there are irresponsible humans in this world, so
 why should they have to pay the price with their lives.

 which brings me to the 2nd part of my petition:
THE STATE LAW NEEDS TO BE CHANGED AS TO HOW MANY ANIMALS YOU CAN OWN
right now, in my town, the number of dogs you may own  is 3
, i would like to see that changed,
 so that maybe more people would be able to give more of the homeless animals homes,
if we could get it changed
my suggestion would consist of 3 options:
 option 1 would read:   no more than 1 big dog and 3 little ones,
 option 2 would read:   2 big dogs and 2 little dogs, and
option 3 would read:   4 little dogs.
so there would still be some regulating from the state, but
having 3 options to choose from, would give us as owners choices, and would give more homeless animals a better chance at a forever home.

which brings me to the 3rd part of my petition:
CHARGE LESS FOR ADOPTION
if the shelters charged less, more people could afford to adopt and less animals would have to be put down.
think of how these animals would feel finally being in their forever homes.
there is a shelter in indiana, that does not charge an adoption fee,
 they understand that the initial cost of owning an animal is expensive,
 the vetting, food, bedding, etc.
their goal, to place these animals in homes, not graves!
we can not afford to look the other way any longer, there are so many homeless animals that need our help!
we as humans have rights and we need to start exercising them.
stop the killing, ban the kill shelters, make them all animals rescue centers,
save these animals by raising the number of animals you may own within the city limits, and lower the price of adoption, so it's more affordable,

after receiving some helpful comments, i would like to amend option #2,
and add that for the options i have proposed to work effectively, they would have to apply to any homeowners.
apartment dwellers or house renters should have options that pertain to their living arrangements, and that fall in accordance to each individual home or apartment renter's agreement.  Such as:
1. 2 small dogs or
2. 1 medium/large dog

as humans we have rights, do we have to be micro- managed in every thing we do?
please help me to get some of these things changed, as by doing so, saving some of these animals that have rights too, rights to live.
we have to be their voices.
they are homeless, helpless, lonely, sad, and need forever homes,
if not that, then at least a safe haven, with out having to worry every day, if it's going to be their last.
please help me help these animals.
