A horrifying act of animal cruelty shocked New York City when a man was caught on camera duct-taping his dog's mouth and eyes shut in a public park. Witnesses alerted authorities, who later found multiple dogs crammed into filthy crates inside a van, surrounded by feces and urine-filled water bowls. The dogs were seized, and the man was charged with multiple counts of animal cruelty.
