Change the tobacco age back to 18 years old

Changing the tobacco age to 21 doesn't help people to quit smoking, it just makes it harder for them to get it and that frustrates a lot of people. The tobacco age should go back to 18 because I feel that it's unfair to the people who were already 18(and not 21 yet). The county should not be allowed to take a away a luxury away from people who already had the right to buy tobacco products.
