A Florida judge has finally ordered the removal of an entire herd of horses from a suburban Boca Raton property after finding shocking evidence of starvation, neglect, and suffering. The animals were emaciated, standing in deep mud mixed with feces, suffering from infected wounds, overgrown hooves, painful dental issues, and untreated skin infections. One horse had a massive, maggot-infested wound crawling with thousands of larvae.

This was not hidden. This was not new. The same individual has faced more than two dozen animal cruelty charges over the past 20 years, involving horses, dogs, and birds.

Since the late 90s, animals had been seized from the same property multiple times, yet the abuse continued, again and again, until it reached this horrific point.

When the horses were finally removed and given basic food and veterinary care, they improved rapidly. One severely underweight stallion gained nearly 100 pounds in just two weeks. 

While the court has now banned this individual from owning animals for five years, that does not answer the most urgent question: Why did local authorities allow this to continue for so long? How many warnings were ignored? How many chances were given after prior seizures and convictions? How many animals suffered because oversight failed?

We are calling on Palm Beach County to launch an independent investigation into Animal Care and Control and any other relevant agencies to determine how repeated abuse cases were handled, why enforcement failed, and what changes are needed to ensure this never happens again.

Justice for these horses means more than removal. It means accountability, transparency, and reform.
