Stop Culling Stray Dogs In Singapore

In Singapore, stray dog and cat culling is common as Singapore is supposed to be "stray-free." Worries of a potential rabies outbreak (for dogs) and to control the stray population are among the reasons cited for culling.
While the rationale is logical, there are better, more humane practices that help to control the populations. Animal welfare groups here are and have been campaigning for the CSR method, AKA the Catch-Sterilize-Release method.
This involves catching the stray animals, sterilizing them and ensuring their recovery before releasing them back to the places they were found. This is much more humane and allows the animals to continue their lives in the area, continuing to contribute to the environment there. Also, potential disease (i.e, rabies) outbreaks are prevented as the animal can be vaccinated, and a checkup performed before it is released. (Singapore is Rabies Free since 1950s.)
As of now, the Agri-food and Veterinary Authority (AVA) is using dog catchers that use traps and wire lasso to catch the dogs. However, they are currently considering the use of blowpipes and tranquilizers to catch stray dogs. Allowing the use of the new method would make it much easier for the AVA to catch the stray dogs to cull. And wrong dosage of drugs and shooting on the wrong body part will cost more harm to the dogs. And it'll post danger to passerby too.
These dogs live peacefully in various areas of Singapore such as the wetlands of Lorong Halus and other areas of Singapore. They do not pose a threat to passerbys or visitors, only barking at them as this is natural canine behavior- to protect their habitat. However, they do not bite or attack the passerbys.
The Minister for National Development (MND) has taken charge of the stray animal issue, but is currently not doing anything to stop the culling, nor is the advice of Animal Welfare Groups heeded.
Take action! Tell the AVA and MND, that there are better solutions than culling, and that culling is and should never be considered a solution to the stray animal issue in Singapore.
We the undersigned urge you to abolish stray culling and to consider more humane methods of stray population control instead, such as the CSR method (Catch-Sterilize-Release method).
The CSR method involves catching the animal, sterilizing them and releasing them into their natural environment. This fulfills the objectives of culling without the death involved: population control (since they cannot reproduce), disease prevention (since they're vaccinated) and also they are still able to contribute to the environment they live in.
Please also stop considering the use of blowpipes and tranquilizer darts to catch the dogs, and instead use more humane methods to catch the dogs and hand them over to the various Animal Welfare Groups (AWGs) for the CSR action. Not only would it be beneficial for the animals involved, but also for the image of the AVA as a animal-friendly, compassionate institution that considers its citizen's views and suggestions.
As a taxpayer, I ask that the AVA considers the suggestions here and that they are implemented, for the sake of the animals. Stray culling is not the solution, and should never be considered a solution. Please abolish culling of stray dogs and consider more humane methods of control that do not involve killing (such as the CSR method).
