ILLEGAL BREEDING BAN ACT

The Illegal Breeding Ban Act seeks to end the cruel and irresponsible breeding of animals for profit without proper licensing, regulation, or humane care. Across the nation, countless animals suffer in unregulated "backyard" breeding operations and high-volume puppy or kitten mills, where profit is prioritized over animal welfare. These animals are often kept in overcrowded, unsanitary conditions, deprived of veterinary care, socialization, and basic needs.

This Act would make it unlawful for individuals or businesses to breed animals without meeting strict welfare standards, obtaining state licensing, and adhering to breeding limits. It would also ban the breeding of certain exotic and wild animals that cannot be humanely or safely kept as pets. By enforcing meaningful penalties for violators and requiring regular inspections, this legislation aims to protect animals from neglect, abuse, and unnecessary suffering while promoting responsible, ethical breeding practices.
