Disruptive, violent, or drug using juveniles be expelled from public schools after second offense

Children are at school to learn, but in today`s society schools are more of a babysitting organization. Public schools are forced to adhere to federal laws and "no child left behind" policy. This needs to end because now schools are full of kids who acknowledge that there are no consequences for their awful behavior. Bring the consequences and authority back to public schools and pupil behavior and test scores will get better! This will also force parents to actually take responsibility for their children, and maybe our future society will prosper.
