Stop Horses from being tied up!

My neighbor has 2 horses tied up in the middle of his yard that never has water, no trees for shade and they look like they're starving! No matter who we've called, either they don't show up or they say the guy hasn't broke any laws. I want people like that fined so big, along with jail time and/or both, along with NEVER being able to own ANY TYPE of animal again!
