The whole situation reeks of neglect.The owner of the home and the puppies has been detained on charges of animal neglect, but it is still the responsibility of local authorities to conduct a thorough investigation and apply the right sentencing.
We need to know how long these puppies suffered, if there are other animals that were also neglected, and if there were other people involved. We also must demand that this woman be banned from ever owning animals again -- if this is how she thinks defenseless creatures should be treated, she should lose the privilege of pet ownership forever.
