These Dogs Are Chained to a Tree Outside 24/7 And It Needs to Stop!
There are two local dogs that for (AT LEAST) the last few months have been left outside nearly 24/7 CHAINED TO A TREE. Regardless of the weather, the temperature, or time of day, these poor dogs are left alone outside with little to no food and water and only a small plastic dog house for shelter. This small dog house has been observed on many occasions flipped upside down or even out of reach of these dogs. Their bowls are left empty or upside down. They sit outside barking at all times of day because they are never tended to. They have endured too many freezing, rainy days and nights and the owners have no intention of changing their ways. This is neglect and it has to stop.
The problem we now face is that, although all the surrounding areas have laws that make it illegal to leave a dog tied up outside for more than a few hours at a time, Holly Springs has NO law against having your dog tied up outside, no matter how long.
After contacting an animal control officer, this was the ordinance he sent to us and said that unless this was being violated, there was nothing he could do:
"12-65 8a.
Using a length or weight of a chain or tether that is not appropriate for the size, weight and age of the animal. A chain or tether should not be less than ten feet long. Using a chain or tether that exceeds ten percent of the animal's body weight shall be deemed not appropriate and potentially harmful."
Holly Springs, NC NEEDS a law to protect these dogs and all other dogs from being subjected to this cruelty. No dog deserves to be chained to a tree 24/7. This is neglect and it cannot be allowed to go on any longer. All of our surrounding areas have a law against this, so why don't we? These dogs deserve better.
Please sign this petition to show the town of Holly Springs, North Carolina that you want the law to be changed to protect these dogs and any other dogs that might be going through this right now, whether you're local or not. No animal deserves to be chained up outside day and night and we want to make sure that this never happens again. Every signature counts.

I know this is an incredibly tough time for all of us, but I wanted to send out a reminder that this is STILL happening! Animal rights (along with other important issues) are being put on the back burner right now but we cannot forget them. We are their voice. Please continue to share this petition with friends, family, followers, etc. so that no dog is left chained outside at all hours without adequate shelter, food/water, or protection in our town any longer. They deserve better. Stay safe!
