Misappropriation of social security funding

Why aren't social security tax dollars taxed when they are taken when you're working and able to pay tax at the rate then rather than the rate 35 years later and all employees and construction projects for social security the service should come from the federal tax dollars not social security fund that money was meant for thier, ours and the next upcoming generations.
