Prosecution for the man who tried to strangle his dog instead of paying for euthanasia

This man who tried to strangle his old dog is a disgusting being and should be prosecuted for the suffering of his dog. I would like to do the same to him but complete the strangulation. How cruel for an old dog that’s done no harm.
