The officer is investigated for alleged abusing of a K-9 dog in Hammmond, Indiana that lifting the dog by its collar and hitting it with a leash. There was busy street in Hammond.

I think a trainer policeman is still teaching dogs in Hammond, Indiana. It is not fair to the dogs.
