Deem Buddy Not Vicious!

Our adopted dog buddy two years old, was just deemed vicious after one old plank loose separating our backyard from our neighbors yard , with a supposed attack by our dog my dog is just a little to big to fit thru to get to the other side ,my neighbors said our dog went into there yard dragged there dog into our house and "killed it" leading to our neighbors dog death. We did everything in our power to try and resolve the problems by offering to replace the whole fence,and or add one to our side but no she wanted money in which I for one think is very very wrong for her to do if she truly loved her dog there shouldn't be a price for her lost one.  When Buddy's hearing came  not only did the neighbor lie about buddy being on her property (Animal control found him inside my house never saw him go out compared to our other three dogs who she also try nd say bad stuff about )but she said that our dog buddy tried to "lunge" and attack her on HER property .On top of that she said she RECORDED buddy doing all this but she transfered the video on her computer and deleted it off her phone but when she already had said she was to scared to do anything so she ran to her neighbors across the street .  They said hes going to have to be in a 6 sided kennel with a cemented floor and 4 chains that have to be wrapped around and locked .We have always taken out buddy walking if he needed to use the restroom and he sleeps in our room with us hes never been an outside dog besides when he found us as a stray .Buddy is a very beutiful and playful dog hes such a softy ,hes been taken out to public places where there is dogs with there owners such as petco , petsmart, the dog park by Mount rubidoux ,Reid park ,Saint Mary S Johnsons Vets LOVED HIM said he was super calm when they gave him his shots did not even need to use a muzzle they told us CAN YOU BELIEVE THAT?!, My 2 year nephew loves to walk him and hug, always gets bigs licks to his face . Buddy does not derserve to be deemed a viscous dog , he deserves atleast a second chance to show them how good of a boy he is ,all he ever wants is love ,attention and of course CAR RIDES in his papas RX7 please help our puppy BUDDY stay a happy pup ,we obviously aren't going to let this type of incident happen again . So please it would mean ALOT and help my little family out .Save Buddy!
