Establish an Annual Cost of Living Pay Raise Minimum for Oklahoma State Employees

The last Oklahoma State employee payraise 4% was voted in 2005, began in July 2006.
No state employee payraise the past 7 years resulted in most working additional part time jobs,
taking jobs from other Oklahomans. 
The 2013 price of gasoline is 4 times more than in 2006; auto purchase prices have increased.
The 2013 prices of milk, eggs, fruits,veges, all food have at least doubled since 2006.
The 2013 costs for housing and electricity have increased as much as 40% since 2006.
The Oklahoma Governor and Legislators have voted to increase their own salaries, and judges salaries, since 2006. 

The Honorable Oklahoma Governor Mary Fallin and State Legislators: 
I/we seek, by petition, to establish a law requiring a minimum percentage cost of living payraise on an annual basis for every Oklahoma state agency employee. A 'minimum' percentage of 5% or more annually must be established in law which can then be inclusive in each year's state budget  proposals.
