Stop pet owners from animal abuse

Im tired of seeing pet owners constantly dumping their dogs and getting others over and over. They also abuse and neglect them and officers have to take them only for them to repeat doing it. A law needs to be passed that these abusers cant have any more pets. If they do they get 30 days in jail.
