Illinois Tollway Scam!

I just moved to Illinois, for a family emergency. Guess who got lost in Chicago? The Illinois Tollway expects you to remember which toll both you go under and call them with the location to pay it. For people who are out of state, like I am, are used to their state kindly mailing out what they owe and then you pay it, easy enough right? No Illinois Tollway mails you after it's too late and charges between $20 to $50 PER TOLL. They don't even give someone who tries to explain themselves a chance. This is literally a scam for the state to get money. I now have to pay $300.00 because I got lost in Chicago, and received Riverlink tolls from IL in the mail and thought I paid them, not knowing they are two separate tolls. This should be illegal. Illinois Tollway needs to MAIL OUT people's tolls so they have the opportunity to pay what they owe without the Ridiculous fines attached onto it.
