Demand medical proper care for pets in low to no income homes

Many people who are on low income or unemployed have pets and while they can feed & water them they need occasional medical care. For those who don't have good credit & can't qualify for care credit to help pay for unexpected vet bills the animals are in serious need & should be entitled to the same right to get emergency treatment like people without being able to pay upfront.
Most people who go into the veterinary medicine business do so to help animals as doctors do to help people. My suggestion for a solution to the problem people face for their pets is that a law be passed forbidding ALL Veterinary care establishments be REQUIRED to treat ANY pet that is in NEED of medical care even if the pet owner is unable to pay. While yes they should get some payment they should not refuse medical care to an animal if the owner can't pay & doesn't qualify for credit payment.
Animals are no different than humans in that they have the same basic needs for survival & they feel pain get sick & need doctor care. Humans have the ability to go to a hospital & get treated without payment & get billed later or even get the hospital cost waived if they meet certain requirements so animals should be granted that same right for their protection.
