Police protecting Franko Martinez

A year ago Frank tried to run Scott over while on his bicycle. After falling Frank hit Scott over the head with a golf club stole his bicycle and phone. No charges filed against Frank at that time. He has since harassed Scott and threatened him. He came at Scott yesterday and Scott turned around and hit him. Filed charges for assault. Other people in the community have called police on Frankie and they never do anything to him.I have several people that feel Franko can do no wrong and it needs to be addressed.
