My name is Eric, and I run I Love Every Dog. Massachusetts has spent months building a law that would shut down the pipeline from puppy mills to pet store windows. It is now one vote away from becoming real, or from falling apart.
On July 15, the Massachusetts House passed a sweeping animal welfare bill by a vote of 151 to 1. The bill strengthens kennel inspections, modernizes dog licensing, and creates a clearer legal process for handling neglect cases. All of that is good.
But the House stripped out the most important piece. The Senate version bans commercial cat and dog sales in pet stores. The House version does not. That single provision is what ends the puppy mill trade in Massachusetts. Without it, breeders who keep dogs in stacked cages for years will keep shipping puppies to Massachusetts storefronts.

Puppies born in mills are taken from their mothers too early. Many arrive sick. Families fall in love with them and then face thousands of dollars in vet bills for problems that were there long before the puppy reached the store. The mothers never leave. They spend their whole lives producing litters in cages.
The bill now needs the Senate to agree to the House version, or it goes to a conference committee where the two sides negotiate. This is the moment the sales ban lives or dies. Massachusetts has the votes. It needs the will.
