Shutdown Tuffies Animal Rescue

We are current and previous volunteers at Tuffies. We are concerned about safety and health of the animals at Tuffies Rescue shelter located at Happy Valley & 17th Ave in N. Phoenix.

Ongoing issues at Happy Valley location:

  • Dogs/cats not having water at all times (daily occurrence)
  • Dog runs not shaded
  • No flea/tick/heartworm prevention; shots not up-to-date; not all dogs licensed
  • Unsanitary (maggots, feces all over the property)
  • Owner self-diagnoses illnesses (any dog with diarrhea has Giardia and treats with Fish Zole; any type of cough is kennel cough and medicates with doxycycline (which she stocks at her house)
  • Sick dogs not quarantined
  • Lack of medication onsite
  • Numerous dogs with bloody fly bites on ears (dogs are crated in a tin shed in which the doors are left open; feces/urine attracts flies)
  • Unsecure crates leading to dogs getting loose and fighting; numerous dogs have been injured
  • Cat litter boxes rarely cleaned
  • Dogs lying in feces/urine covered crates
  • Dogs do not get bathed or groomed (many with very long nails)
  • Dogs and crates/kennels not tagged so medication is not administered correctly/consistently
  • 501(c)(3) charity status has been suspended since 2005
  • Understaffed (currently 2 paid part-time employees and 2-3 volunteers)
  • Too many animals (99 animals counted on 6/19/09 at Happy Valley location)
  • Most of the dogs are kept in travel crates almost 24 hr per day
  • Dogs lay in feces/urine filled kennels/crates.  
  • Tuffie's non-profit 501(C)3 status has been suspended since 2005 but still advertises as non-profit organization.

Animals are kenneled in Arizona but adoptions are held in Northen California at PetCo stores and advertized on Petfinder.


Animal welfare organizations and Maricopa County Sheriff's Office have been notified and they are aware of the situation. No enforcement have been made to improve the facility.

Please help us change the animal rescue shelter enforcement law in AZ so we can help the animals at Tuffies Rescue.

We the undersigned petition to enforce strict rules at animal shelters and educate shelter owners.

We are  current and previous volunteers at Tuffies Animal Rescue shelter located in N. Phoenix. Due to horrific living condition at this facility, we have decided to ask you to review the current Arizona regulations enforcing animal care at animal resuce shelters.

Facility at Tuffies Animal Rescue is unsanitary, understaffed, underfunded, and houses too many animals with little to no medication to sick animals. 
Most animals are sheltered in travel crates 24hr/day and often dogs lying in feces/rine covered crates.
Tuffies non-profit status has been suspened since 2005 yet still advertises as 501(c)3 non-profit organization on adoption sites.

Please help animals at Tuffies and other animals being neglected by local animal shelters.
