July 11 drowning deaths of at least five dogs at the city’s sewage treatment plant

The workers are reportedly being investigated for criminal charges stemming from the fatal drowning of at least five dogs at the city’s sewage treatment plant in July. We urge your office to prosecute those involved to the fullest extent of the law. We ask that, upon conviction and in addition to serving meaningful periods of incarceration, the accused in this case be required to undergo thorough psychological evaluations followed by mandatory counseling at their personal expense—the safety of the community depends on it.

that has reportedly been turned over to your office, involving Chantan
Morin and other city workers of Jourdanton, Texas. The workers are
reportedly being investigated for criminal charges stemming from the
fatal drowning of at least five dogs at the city’s sewage treatment
plant in July. According to news sources, one or more of the accused
may have been involved in additional previous incidents of cruel
killing of animals. One eyewitness stated in a news report that the
dogs who drowned in July were lowered into the water at the sewage
plant in cages and that those who escaped the cages were strangled with
"snares" around their necks and held under water, struggling and
flailing, until they died. If the allegations are true, Morin and the
others involved very likely violated Texas state penal code Title 9,
42.09, Cruelty to Animals, which forbids the torture of animals, and
Texas state administrative code Title 25, §169.83. Allowable Methods of
Euthanasia, which states, "(a) Only sodium pentobarbital or
commercially compressed carbon monoxide gas may be used to euthanize a
dog or cat in the custody of an animal shelter," and should be charged
per count per dog killed.


The fact that those involved were and are still public servants,
entrusted with the care and protection of the dogs who were, according
to all reports, viciously tortured and killed, makes the crime all the
more repugnant. We urge your office to prosecute those involved to the
fullest extent of the law. We ask that, upon conviction and in addition
to serving meaningful periods of incarceration, the accused in this
case be required to undergo thorough psychological evaluations followed
by mandatory counseling at their personal expense—the safety of the
community depends on it. Because repeat crimes are the rule rather than
the exception among animal abusers and given the violent and malicious
nature of their alleged actions that day, we implore you to take every
measure necessary to ensure that the accused are barred from all future
personal and professional contact with animals and to immediately have
seized any animals who may remain in their custody.
