A neighbor has kept his dog chained to his garage 24 hours a day, seven days a week. The dog is never released to go for a walk or to get exercise. All animals deserve a modicum of attention and freedom. I have offered to take the dog for a walk, to release him for a part of the day from his chained prison, but my offer was refused. I intend to take action locally, by bringing my pleas to the owners, and bringing my case to local animal protection board.

Dear sir,
We the undersigned, respectfully request that you release your dog. It has remained chained to your garage every day, every hour for months. You have refused offers to take the dog for exercise and you have ignored the dog's basic needs to exercise, to explore, to be free.
We implore you to change your behavior immediately and respect the freedoms and rights of this beloved animal, man's best friend.
We, the undersigned, insist that you begin respecting the life of your pet immediately, or we will take our case to the local animal rights protection board.
Your animal deserves basic rights, please respect that.
