A wounded deer lay on the ground, shot but still alive, while two teens kicked it, stomped on its legs, and tore off one of its antlers. Video footage of this brutal incident went viral years ago and horrified everyone who saw it. Charges were eventually filed.

But here's the part most people don't know: Pennsylvania, the state where this happened, still has no clear law that lets the Game Commission take away a hunting license from someone who tortures wildlife like this.

State Senator Lisa Boscola has introduced legislation that would give the Pennsylvania Game Commission clear authority to revoke or deny hunting licenses for people convicted of cruelty to animals.

Right now, that authority doesn't exist in a form the Commission can reliably use. Someone can torture, abuse, or neglect an animal, face criminal charges, and still legally hold a hunting license the next season.

This bill isn't about punishing hunters. The overwhelming majority of hunters in Pennsylvania are careful, ethical, and have a deep respect for animals and wildlife and the role they play in our world. What this bill does is give the state a real tool to keep abusers out of the field before they have another chance to hurt an animal. It's prevention, not just punishment, and it protects the reputation of every responsible hunter in the state along with it.

Every deer, bear, and wild animal deserves protection from people who see wildlife as something to torment rather than something to respect. Pennsylvania has the chance to make sure the next animal caught on camera being abused isn't left without justice.
