With this letter I am filing a complaint against Kenneth Waldrop, Regional Veterinarian for the Texas Department of State Health Services (DSHS), Zoonosis Control. On May 22, 2009 Dr. Waldrop signed a license (no. 09-0049) for the Eldorado Animal Control Facility. This license states that this facility having complied with the provisions of Chapter 826, Health and Safety Code and having been approved by Zoonosis Control, is hereby licensed to operate as a animal quarantine facility. By signing this license Dr. Waldrop violated Texas state law. On the same date, Dr. Waldrop signed off on the Inspection for Rabies Quarantine Facilities and Impoundment/Shelter Facilities completed by Kathy Parker. Both documents were approved by Dr. Waldrop even though the shelter was engaging in animal cruelty and therefore clearly violating DSHS rules as well as Texas state law.
