There are tens of millions of animals in Europe and too many of them suffer - to our shame! A fundamental principle of the EU is that animals are recognised as "sentient" and their welfare must be taken seriously. This treaty position is unfortunately largely idle rhetoric.
Six million animals are transported unnecessarily across the continent for slaughter every year. Fur farms are abundant, bull-fighting still exists and dogs and cats are killed in some of the new member states, contrary to best practice for controlling disease! Tens of millions of animals are intensively bred for food and many slaughter-houses in the EU fall short of the standards demanded by the union's own legislation. To add insult to injury, EU tax payers money is subvented via mechanism unfamiliar to most citizens to support (indirectly) many of these acts of violence perpetrated against animals within the union.
Frankly - the EU routinely fails animals and the will of the people. The welfare of animals is a matter currently dealt with by the Directorate General for Health and Consumers. As the name suggests - animals are viewed merely as property and objects linked to human health (whether as food, or instruments for developing pharmaceutical products etc.). This is not good enough and does not confer a high enough status or importance on animals and as a result they suffer within the EU through their invisibility and under-representation.
This petition calls on the EU to create a specific Directorate-General for Animal Welfare. It will be the role of this body to represent animal welfare at the highest levels within the EU, to propose laws to benefit animal welfare, and to champion animal welfare on a wider international stage on behalf of the EU. The D-G for animal welfare will be the new keeper of the conscience for the EU and will ensure a new relationship develops between humanity and the other "sentient" species with which we share the planet.
At this time - the Animal Welfare Board of India puts the EU to shame http://www.awbi.org/. As a prosperous group of nations, the EU has no excuse for letting animals suffer; and we the citizens of Europe and the people of the world call on you to exercise moral leadership by creating a Directorate-General for animal welfare.
We would like to thank the following animal welfare charities for promoting this petition - it is wonderful to see people come together for a greater good.
