EU Parliament, please help save the lives of strays in ROMANIA !

With this petition we kindly ask the EU Parliament to advise the Romanian authorities not to approve these HORRORS :

The Romanian Parliament's Committee for Public Administration Territorial Planning and Ecological Balance has approved today, April 5, 2011 some horrible amendments to the Law for the protection of animals in Romania : all strays will be captures, held in cities' pounds and killed after 30 days, if not adopted.

All sick, old and deemed aggressive will be killed after 3 days....

This commission has completely IGNORED all the advises given by international authorities and organizations....they want to kill all strays, including those who have been spayed/neutered by so many people in Romania, by Romanian non profit organizations and INTERNATIONAL ORGANIZATIONS ( such as SavetheDogs, Italy, Vier Pfoten Germany, RAR USA ) IDA Usa sent an official letter, Peta Germany sent an official letter, WSPA International sent an official letter, Vier Pfoten sent and official letter, the Eurogroup for animals from the EU Parliament sent and official letter ALL of them recommending the capture/castrate/return program...

Romania does everything in her power to go AGAINST civilized, humane and successful methods for the reduction of strays population.

Bulgaria chose the Mass STERILIZATION, Romania chose the MASS KILLINGS...

WE, citizens of the world, kindly ask you, to intervene and ask the Romanian Parliament NOT TO ACCEPT THIS MASS EXTERMINATION PROGRAM...

These are some other amendments approved by the Commission today

- those who feed or take care of strays will be fined

- the minimum conditions for the captures, living quarters, transport, care ( food and shelter ) WILL BE ELIMINATED FROM the new law

- the clear description of how the euthanasia will be done and what substances are to be used WILL BE ELIMINATED FROM the new law...it will be replaced with " the euthanasia will be done by a specialist ".

- the non profit organizations for animal protection WILL HAVE NO RIGHT to complain about the living conditions of dogs in municipal shelters. the control will be done only by the Sanitary-veterinary Authority.

- the non profit organizations for animal protection WILL HAVE NO RIGHT to capture, take care or spat/neuter strays.

Horrible requirements for adoption from a municipal shelter :

- proof that one has the space necessary to have a pet

- proof that one has enough income to have a pet

- approval from the tenants in the same building that THEY allow you to have pets, and from one's close neighbors that THEY allow you to have more than 2 dogs

- and the adoption fees are astronomical for many Romanians..

I remind you the intentions of the deputies (from Committee of public administration) for dog management: mass incarceration in extermination camps and euthanasia of old, ill, aggressive dogs (considering the continuously abuses against animals from Romania this mean all dogs, they will deem any animal aggressive, without any kind of professional expertize...Aggressiveness can be provoked in any animal , any time, just to justify the killing... ).

This is HOW Romania implements the international treaties and conventions....

Even the fact that they want to : capture, vaccinate, castrate and THEN EUTHANISE after 30 days...should alarm you...why, spend public money on castration and vaccination if they will KILL the animals after 30 days if not adopted ?

This very important PL 912, has been TOTALLY changed...this PL was kept in the files of this commission for 4 years, without being debated nor voted on it. Now, the Chair of the Commission, Mrs.Sulfina Barbu has introduced IN this PL 912, the proposals of the Prefect of Bucharest....and that proposal has been approved.

PL- X 912/19.12.2007 with regard to the management of animals ( strays ) which will complete the OUG 155/2001 : this Initiative will impose the IDENTIFICATION, the STERILIZATION, the REGISTRATION, the RETURN IN THE TERRITORY of stray dogs and cats and the building of REAL shelters for old and sick animals and the adoption of any of these animals by people who would like to adopt them.
We, citizens of the world...we kindly ask all the recipients of this petition NOT TO ALLOW this bloodshed to take place on EUROPE's soil...Romania has become a shame for the EU...the most barbaric treatment of animals in the EU...PLEASE DO NOT ALLOW THIS TO HAPPEN.
The letter attached to this petition, contains incontestable proof that KILLING STRAYS IN ROMANIA is a GOLD MINE for the party in power and many many other authorities....
Please do not allow this bloody stain on the EU flag and image .

I write you as a simple citizen of the world, appalled by the way Romania treats animals.For years and years news about the torture,abuse and massacres of strays, circulate all over the world, yet the Romanian authorities refuse to implement the ONLY humane and efficient method of solving the stray animals ( mostly dogs ) overpopulation.

As you might be aware, The Commission for Public Administration, the Management of the Territory and the Ecological Balance, has tried very hard to push for a vote in the Plenum of The Romanian Parliament March 7, to vote for the Mass Euthanasia of all strays in Romania, 7 days after their capture....this proposal has been made by the Prefect of Bucharest, Mr. Atanasoaei and imposed to the Commission by the Minister of Development and Tourism, Mrs. Elena Udrea.

The only change the commission made from the previous proposal, is the period of the detention of strays in pounds : 30 days, after which they will all be slaughtered.

The Parliament has sent back to the Commission that proposal, and imposed consultations with the civil society represented by organizations and associations for animal welfare and protection in Romania.

The consultation took place March the 30st and the vote in the Commission will take place Tuesday, April 5th....and as stated in this article, Mr.Sulfina Barbu, Chair of the Committee for Public Administration in the Romanian Parliament, was very irritated by the position of the Romanian organizations and associations for animal protection that she left the meeting after one hour. She wants to impose the will of her party ( PDL) by all means...and the reason is exposed in the articles posted bellow :

For years, killing strays has been a flourishing source of money for many...authorities, companies and people....the Romanian style "euthanasia" it is NOT what people in civilized countries know as euthanasia.

In Romania, animals are taken far away from cities, and killed in the most barbaric way : ( electrocution, beating to death with metal rods - this one is the more frequent....mass poisoning, and even shooting: dogs are dropped on fields, in the middle of now where and the hunters are allowed to shoot them because the Romanian Hunting Law allows them to destroy the " feral predators ") For years the Romanian Law for the Protection of Animals ( no.205/2004 modified and completed with the Law no.9/2008 ) BANS THE EUTHANASIA of healthy animals ( art.7 ) yet tens of thousands of strays have been KILLED in city pounds or directly by dog catchers, ILLEGAL ACTIVITIES ORDERED BY MAYORS...yes, elected officials...

Hundreds of letters have been sent from Romania and from the entire world to the Romanian National Sanitary-Veterinary Authorities to ask them WHY the Romanian law has been trespassed under their eyes ? They have never answered to ANYBODY !

Thousands of letters and countless petitions, and letter from International Organizations, have been sent to Romanian authorities, and officials...Euro- group for animals, WSPA, PETA Germany, ETN from Germany, Docs4Dogs, TASSO, Princess Maja von Hohenzollern, thousands of people from around the world...

The Committee for Public Administration has completely replaced the content of the Legislative Initiative PL 912, which was introduced to the Committee in 2007, approved by the Senate...The Chair of the Committee has introduced the proposals of the Prefect of Bucharest, mass euthanasia...this , in Romania means MASS EXTERMINATION = MASSACRES....euthanasia in Romania is done by people paid to kill animals with bats, axes or metal rods...

PLEASE DO NOT LET THIS BLOODSHED HAPPEN.

Instead of taking the CIVILIZED, HUMANE example from your neighbor : Bulgaria...Romania continues to Massacre animals for the financial benefit of some..

Shame on Romania ....we will boycott Romania, and we will let the entire world KNOW not only about what is really going on with strays in your country but also the persons who are behind the legalization of MASS KILLINGS of strays..
