The New Haven Promise Should not be limited to only those Residing in New Haven

On November 9th, 2010 The District of New Haven announced the "New Haven Promise" a scholarship fund thats gave full tuition to all qualifying New Haven students living in New
Haven who are attending a New Haven Public School. However 30% of the students attending New Haven Public Schools do not reside in New Haven. It is unfair that although those student's funding is given to the district, their standardised text grades are counted towards the city statistics and most are just as deserving as those resident students who are in the same classes, and grade levels with the same education, they are not provided with the same opportunities as  their classmates. 
We the undersigned, Believe that the New Haven Promise Trust should not only be available to those who reside in New Haven but to all students who go to school in the New Haven Public School District. Thank you for taking the time to consider our possition
