Allow in-state tuition for children with parents in the military

I have a friend whose mother got remarried to an officer in the Army. She lived in Northern Virginia for fifteen years before having to relocate to New York her sophomore year of high school. Once she decided she wanted to go to college back in Virginia they denied her in-state tuition for three years because they felt that she was not always going to live in Virginia. She had no intention on not living in Virginia because it was her home for so many years.

I think that children that have parents in the military and have to relocate a lot should be able to get in-state tuition at any school. First of all because they have no say in where they live, but they can desire any school. Second, their parents are helping our country by being in the military.
