Create a youth rowing program in the US

England has a successful rowing program starting at age 10 that builds all the way through the ages. They start as scullers and graduate to sweep. This builds a strong foundation for British rowing. I propose the same program in the United States so that we can be on the same level as them and bring more people into the sport of rowing earlier and for longer!
