Provide jobs, clean up the streets.

I know I can't be the only person out there that's sick of seeing their city covered in trash. Another issue becoming increasingly common are homeless camps.. i've been thinking, why couldn't the government fund programs to provide jobs to homeless people? I've adopted a street and the city provides bags, so why can't they provide bags to keep the whole city clean? Sounds like a win-win situation to me.
