Paper instead of Styrofoam

Our university uses styrofoam plates and containers to serve us food rather than paper. Styrofoam is non-biodegradable in the environment, so when someone accidentally throws their plate on the ground and forgets to pick it up, it'll take centuries for this one styrofoam plate to degrade. Styrene, which is a major component of styrofoam is presumed to be a carcinogen. So rather than using this unhealthy and life threatening material in our university, why not use paper plates and containers. Paper is less expensive and safer on the environment and the health of everyone in the university.
