    To the Honorable Members of the Ohio General Assembly and the Citizens of the State of Ohio:
    We, the undersigned, citizens and supporters of a cleaner, more sustainable, and more inclusive Ohio, respectfully petition for the immediate consideration and passage of the Ohio Green and Growing Act.
    This Act will establish a modern, comprehensive, and self-sustaining dual-initiative program for the State of Ohio.
    We petition for the enactment of this legislation based on the following principles:
    A Modernized Container Deposit System: The Act will create a refundable 10-cent deposit on most beverage containers, with an automatic, inflation-adjusted mechanism to ensure its long-term effectiveness. This proven model will dramatically reduce litter, conserve natural resources, and provide a high-quality stream of recyclable materials to support Ohio’s in-state recycling industry.
    A Sustainable Social Program: The Act will dedicate a significant and transparent portion of the unclaimed deposits from the container return system to fund the "Green and Growing" employment program. This program will provide dignified, structured employment opportunities for individuals experiencing homelessness, engaging them in city beautification and cleanup efforts while providing access to critical wraparound services, including support for sobriety and a clear pathway to long-term housing stability.
