3 strike rule for persistent bullies at school

My daughter has been bullied ever since she started high school , the bullies are generally known by the school but they don’t have any powers when the kids don’t have any respect for anyone in authority. The kids that bully think there untouchable , the only thing the teachers can do is suspend children which isn’t effective and the child had to do something extremely bad to get that punishment . I would like to see the 3 strike and your out policy given to persistent bullies who make our children’s education a living daily trauma , they should be the parents responsibility to home school there children if they can’t abide by the rules of school .
