Make it mandatory to have fencing around any water areas in residential zones

Due to the sad news across the country of a little boy who sadly lost his life in brantham i have decided to set this petition up to get all water areas fenced off in any residential  zone. Let's stop this awful situation from happening again and get water areas made safer for children. This has always been my biggest worry with having 2 children of my own one being the same age as this poor little boy, and also not understanding the dangers of running of. Let's see if we can get this put in place to stop another child being put in danger.
