stop noise polluting leaf blowers

Fossil fuel burning leaf blowers are polluting our air and out ears.
They are incredibly loud and register very high on their decibel output which I'm sure breaks the noise pollution levels of acceptability. If a civilian were to play music or crate sound at that level, at that same volume, they'd be charged with noise pollution, the city council should be subject to these same laws as its citizens. They are also powered by burning fossil fuels creating gaseous chemicals and obviously releasing these poisons into the air, which the populace is forced to breath.
It is ridiculous that there should be one law for the people and another for the city council and it's operatives'.
Scotland is fighting for the necessity of environmental awareness, and indeed change, this is a small change that could improve surroundings' at a small level but which sets a big example for the future.
It is unfair that folks simply must put up with this.
