It's time this caravan was moved

This caravan is on a driveway where his black car should be, it has silver foil right across the front window which attracts the sun which in turn blinds me when I am sitting in my only living Room.
When I approached him and asked nicely if he would sort it out all he said was it was to keep the caravan cool and that I should shut my curtains.

The van has been their for 3/4 years it is right in front of a neighbours window blocking their view, several neighbours have complaimed to the council but as yet nothing has been done.

The caravan is only used for storage for when he goes to markets, he does have a large back garden where he could easily move the can to but he refuses.
