Bring back swimming at dufferin islands

I would like to try and bring back dufferin islands in niagara falls ontario back to what it was ..its a great spot for family and friends to get together for swimming and bbqs , But now they changed it for geese feeding and hiking only.Reason there saying is because of pollution, but with money and help we can make change,even if there's a day fee to help if it's possible for this to happen.
