Solution Proposal to Better the Storage Waste Plan

In petition I will propose that I want congress make two storage plants in the top ten biggest states and the other 40 states would have one in their state. I know making a petition and sending it to Congress is a big jump and there are counter arguments that come with it. One being that I am sending it all the way to the federal government instead of the state. The reason I am doing this is because this is a national problem, not only in the state of Texas.
