Increase the fine for people who do not recycle properly.

The consequences of not recycling are getting worse as the days go by and it has an influence on the air that we take in as it is releasing harmful gases. this also has an affect on sea wildlife as most of the materials that are supposed to be recycled are being put in the wrong bin and eventually ends up in the ocean which causes danger to the animals in the sea. the fact that plastic bottles take a very long time to bio-degrade makes this issue even worse as it is becoming an on-going issue and is getting even worse.
