A paroled sex offender faces several criminal charges following a domestic disturbance, including allegedly killing a 5-month-old puppy. Jeremy Alan Kelly, 33, was arrested on Aug 25 after he, his girlfriend and her 11-year-old son returned home from the Union County Fair, State's Attorney Allen James said.
We are asking The Honorable Allen James
for a vigorous prosecution, seeking extensive jail time and mandatory counseling.

conduct, James said. Kelly is also charged with failing to register as
